The Parks is estimated to cost $12 million. The bond will provide $10 million, the city will invest $1 million through funds on-hand and fundraising/grant writing will account for the remaining $1 million.
The bond will add $90/$100,000 of value to our tax bill. For a $300,000 home, the total will be $270/year.
Concept development for this project began January 2021. Key stakeholders (Polk City Parks & Recreation, Polk City Public Works, Polk City Little League, North Polk United Soccer Club, Polk City Park Commission, North Polk Community School District) created a master plan with the assistance of CONFLUENCE. The next step was a feasibility study conducted by RGI. A feasibility study answers the question “what and how will Polk City support?” Through a series of small group and 1 on 1 meetings the project amount, support, and concept became clear. The Municipal Park concept seen today is the product of valuable input by Polk City. Thanks to those who volunteered their time during this exciting process!
These ponds play an important role in the stormwater management of this project. Totaling nearly three acres, these ponds will provide urban fishing opportunities, wildlife and native plant habitats, and water supply for field irrigation.
If the bond does not pass, the park will not be built. The water tower will go in, along with the Trestle Trail Connector and City Council will reassess what to do with the rest of the land.
Both playgrounds will include inclusive features and surfacing.
Construction would begin in the Spring of 2025 with some elements being open to the public in early-2026 and others as the grass surfaces become playable.
Sites for additional baseball and softball fields will be graded in this phase and the build out of these sites with above ground amenities (i.e. fences, dugouts, stands, etc.) will be completed in coming years as the city budget allows.
Initially lights will not be installed, however, the conduit will be run during this phase of construction to allow for easy installation in the future.
This park will serve citizens of all ages! Everyone can enjoy the walking trails, pickleball courts, ponds and the serenity provided through an urban oasis. Parks improve public safety by providing wholesome alternatives for young people and increase property values across the board.
Each concessions building will be approximately 1000 sq ft. They will not have grease traps, but will provide ample amount of space for food and drink sales.
Restrooms will be located in the concession stands and will include running water.
